Your right, its wrong. If the Chief wins on the situation, the former owner will need to reimburse the new owner the adoption fee and all veterinary and or care costs that they have incurred with the dog. As far as I'm concerned though, its a civil matter now, and the former owner can file open records to find out who the new owner is, and then take them to court to get the dog back.

I realize the thread is about a week old but I thought I would chime in with our Mass laws. Our laws state we need to hold the dog for a period of ten days. During that ten days if the owner is known we must make an attempt to contact the owner. However if the owner is unkown no attempt needs to be made i.e. we do not have to put up flyers etc. The dog should have been wearing a collar with the current license affixed to it. That is why I encourage people to micro chip their dogs. Dog isnt going to slip a micro chip.

Yeah, but he followed his law; his Chief is wanting him to ignore/violate it...
