I guess it all depends on who is in charge. For some cities it is a liability not to provide some sort of animal control. The guy you need to talk to is Mark. He is a wealth of information. And from what I've heard from the rest of the folks here a pretty decent human being.

What state are you in? Do you plan to attempt to get the city to understand or the whole county?

Here were I am at there has never been Animal Control except teh city of the County seat.

I work for 3 municipalites , however they have came to me for assistance. I have always been proactive and had facts to back up the reasons for animal control

IE : Public Safety, Health , Animal Bites, Animal Law Eforcement etc.

There is a great book that you can get I think from teh ASPCA or HSUS called somthing like " Animal Control Programs for Goverments"

Its a great book and now I have a county reviewing that and other books to back up reasons for having and needing County ANimal Control.

Is it Animal Control Management: A Guide for Local Governments ?

I have it, but haven't read it yet. You should be able to find it online. It's a HSUS book, written by Geoffrey L. Handy.
