Default Tethered dog

Just got this email, and was hoping for some feedback from the ACOs. Problem I see here is that the dog has a long tether, which is surely within the legal realm of whatever tethering laws may be in place, and water being left out in the sun is not usually (in my experience) grounds for criminal charges.

unfortunately people tether thier dogs when they can't keep them in the yard..I like the overhead line, which usually runs on a trolley and the 12 foot lead lets lay down..actually gives a dog alot of freedom without worry of wrapping around something and not being able to get to shade or water, no I don't see a crime, but someone needs to let them know that water thats hot is like no water most dogs won't drink hot water. Maybe the person should just strike up a conversation with dog owner and become friends, she's able to do more for the dog that way and also can gather some info.

I have a link to a site that offers door hangers for people that want to stay anon. and still give info to people who chain thier dogs. They send out the literature to dog owner.
they can go to http://www.dogsdeservebetter.com
I think it helps people that want to do the right thing but do not want confrontation

I love that site, and we use it often - problem being that the people already have the dog on a runner, it seems, which is one of their biggest suggestions. I'll take another look at their doorhangers tho, thanks!

the only thing that I see you could get the people on is not providing the dog with adequate shelter.

Not only would we address the no shelter issue, we also carry infrared digital thermometers and would take the temp of the water. Our definition of adequate water is "provision of and access to clean, fresh, potable water of a drinkable temperature that is provided in a suitable manner....ect

Sometimes, just calling the local cruelty agency and asking them to send someone over to check does the trick. Once the owner learns that someone is checking on them, they might do something just to improve their image in the neighborhood. At the very least, it let's the investigating authority know about a possible condition that needs remediation. I'm sure the caller can remain anonymous, if requested, just about anywhere.
