Default Red Head Step Child

I'm curious about feedback from fellow animal control officers regarding reference to ACO as the "red headed step child".

That is exactly what we always called ourselves. When I started we were supervised by a Police Sergeant. Assignment to supervise Animal Control was considered an "disciplinary" assignment. (In other words, if you screwed up you got to supervise Animal Control). Any time something needed to be cut, guess where they started. We finally were assigned a civilian supervisor who supervised us and Parking Control. I hear that since I retired they now have a Sergeant as their supervisor again. Haven't heard that its considered a "disciplinary" assignment again...at least not yet.

Funny thing is when they needed us for something we were gold, but that never lasted long.

I'm curious about others impacted by the age old reference to being the red headed step child. I mean this is definitely not a new phrase or perception. Is anyone aware of any publication that may have discussed the plight of animal control as the red headed step child. We (the ACOs) see it all the time in our lack of adequate staffing, facilities, pay/benefits, training, equipment etc but I'm looking for any published discussion.

We always refer to ourselves that way as we get the hand me downs from other departments. When we need new computes at our desks, they come from elsewhere. We are always the last to get anything, including form the union so we really feel that we are the red headed step child.

We joke about our department that way as well. If you think about it... why not? ALL Animal Control agencies are under different 'departments' within a city... Ours in under Parks, Recs and Tourism. My old one was under the Police. Some are under the Fire Dept, Codes, city Admin, the Health Dept. the SPCA/shelter.... or even independent... WE have the same training/dangers/risks as the PD, yet many of us don't carry weapons. In my city... the Park Rangers have more authority than we do AND they carry weapons and have the aurthority to run tags and pull people over... and they are in the same Parks, Recs and Tourism... so, what gives?

When talking about computers, at my old city, when they built the new shelter they ordered new computers to go with it. When they arrived, they decided PD needed them more than we did so they kept them and gave us a couple of their old dregs. After PD upgraded theirs (for the second time), they cleaned off the ones originally bought for the shelter and gave them to us. At that point they were around 7 years old, so they were problems from day one, and after PDís next upgrade they gave us more hand me downs.

Those hand me downs were built to run off of a server, so they only had 8 gig drives in them, and just loading Office and the operations software almost filled them up, so they finally bought me an actual new computer of my very own.

At this city, our shelter is the only municipal building with no break room or lockers. We display small animals in the laundry room, and we have dogs and cats in the same room, often in the same cage bank. On the other hand, the new FD they just opened yesterday has big screen TVs mounted on the walls, leather furniture and a state of the art kitchen that will rival any restaurant in town.

Sort of lets you know where youíre at in the family tree donít it.

Phrases such as that come with the job. We're kept in the corner until needed and never thought about in between.

Except......

I believe it was Randoplh Hearst who said, "If you want to sell newspapers, do a story about kids and dogs." or something like that.
