Working under the direction of the Enforcement Division Supervisor, incumbent responds to calls for service related to animals and answers complaints regarding animal care and control. Performs related duties to promote compliance with laws regulating animal treatment by performing the following duties.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

· Works alone with minimal supervision, organizes tasks and prioritizes work;
· Responds to calls for service related to domestic animals, answers complaints regarding animal care and control;
· Educates the public on proper care and ownership of domestic animals;
· Assists the public in choosing appropriate solutions for nuisance wildlife problems;
· Captures unconfined animals, picks up confined animals and dead animals as necessary;
· Enforces city and state laws regarding animal control and care;
· Completes thorough and factual reports and keeps accurate records and files on duties performed;
· Maintains clean and sanitary equipment and vehicles;
· Is certified to perform euthanasia and/or assist in treatment and euthanasia on all species of domestic and wild animals;
· Handles animals in a humane manner as trained;
· Is responsible for setup of animals brought into the shelter and provides supplementary care as needed;
· Uses a personal computer in a competent manner;
· Enters all case reports and animals into the system data base and employs the elements of an infraction/crime to charge a violator;
· Conducts competent in-depth investigations on animal bites and more serious criminal and animal related civil violations;
· Performs various enforcement related paperwork assignments;
· Prepares court summons using a computer;
· Testifies in Court regarding investigations conducted and is knowledgeable of rules of evidence;
· Enforces departmental Pet Registration program as required;
· Monitors night depository and admits animals as needed;
· Contacts supervisor as questions on policy/procedure arise;
· Conducts general investigations regarding animal control related problems;
· Ability to be available for 24-hours on-call as needed;
· Provides animal rescue and citizen service assistance according to policy;
· Receives dispatches employing sophisticated radio equipment while using proper communications procedure;
· Has a historically safe driving record;
· Maintains a valid Indiana Driver’s License, will drive a city vehicle.

Performs other duties as required.
No supervisory responsibilities.

· An Associates Degree in Criminal Justice or Animal Science, Criminal Justice preferred. Degree may be substituted by 5 years experience as a Police Officer, Animal Control Officer, or profession requiring daily hands-on animal care responsibilities;
· Knowledge of or the ability to learn and appropriately apply city and state laws regulating the licensing, treatment, care quarantining and impounding of animals.


· Ability to complete a variety of relatively complex tasks involving the enforcement of the City’s Animal Control Ordinance and State Law;
· Ability to use effective communication skills, both orally and in writing;
· Ability to safely drive an extended length full size van through narrow and congested alleys and streets;
· Ability to read animal behavior and handle vicious animals, or be trained to do so;
· Ability to maintain a good public image and an attitude of good public relations;
· Ability to testify in Court using the rules of evidence or be trained to do so;
· Ability to operate a personal computer, using specialized software and attached to a network, or be trained to do so.

Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization. Incumbent has frequent contact with staff members and the public. These contacts involve handling questions and complaints requiring tact and judgment to provide service and carry out policy.

Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.

Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations. Follows standard procedures and regulations when performing the duties of the position. Incumbent makes choices and takes action on a variety of relatively standardized assignments that will require analysis and judgment to effectively complete. Work may be reviewed upon completion to ensure compliance with procedural requirements.

The employee frequently is required to climb or balance and talk or hear. The employee is occasionally required to sit. The employee must regularly lift and/or move up to 75 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

While performing the duties of this job employee is regularly exposed to poor working conditions with frequent exposure to extreme outdoor weather conditions. The duties of the position involve frequent bending, lifting and other activities requiring physical strength and stamina. The noise level in the work environment is usually loud.
