One of the towns I work for has a rule must be for 10 minutes and can only cite after the third time catching the offender.

When I first got here the ordinance said that an animal couldn't "disturb the peace and quietude." By definition, if a dog barked once at a squirrel in the yard and it annoyed somebody it was in violation, and we were expected to write a citation on it, no matter how unreasonable the complaint was. We had several residents who abused this (and all of them happened to be attorneys. Coincidence?)

I was given the opportunity to change some of the ordinances a few years back. This is one of them! Now the ordinance states:

"It shall be unlawful for any person, whether owner, or anyone having charge, custody or control thereof, to keep any animal or animals within the limits of the city which bark, meow, whine, howl or make other sounds common to the species, persistently or continuously for a period of thirty (30) minutes or longer when the animal or animals are not contained within an enclosure sufficient to baffle loud noises and render them reasonably unobjectionable."
