The Department
The animal services program is attached to the Field Operations Bureau of the Tracy Police Department. Incumbents to this position are members of the Department and are held to the same standards as other non-sworn employees. This is a uniformed position. The Organization subscribes to a set of core values entitled: Service, Integrity, and Excellence.

The animal shelter staff has increased in number over the past year. The City now authorizes seven full time positions for the shelter as follows: one Animal Control Supervisor, Animal Control Officer, two Animal Control Assistants, and three Animal Shelter Aides. The staff provides seven days a week coverage for the care of animals and response to community concerns pertaining to animal control issues. Animal Shelter Aides are principally tasked with the care and feeding of animals in the shelter while the Animal Control Officers primarily handle field service calls. Staff members work together in caring for and adopting out animals in our care.

The Position
Under general supervision from the Field Operations Command Staff, the Animal Control Assistant assists in the enforcement of City and local ordinances governing the care and keeping of domestic animals in the City. The Animal Control Assistant impounds, cares for, and disposes of animals as appropriate and patrols assigned areas. This position assists the public in locating and handling of animals, cleans and maintains the City animal shelter facilities, and feeds, monitors, and handles domestic and wild animals held at the shelter.

Ideal CandidateThe ideal candidate will possess strong customer service skills, efficient record keeping abilities, and have a willingness to work cooperatively and collaboratively with the public and all City departments. The most qualified candidates will demonstrate knowledge of various breeds of dogs, cats, and other domestic animals and be able to apply basic methods of animal collection and impoundment. Additionally, candidates must have the ability to learn laws and animal regulations of the City as they relate to animal control. Effective communication skills, both in written and oral form are a must, as well as the ability to apply strong customer service and organizational skills.

Minimum Qualifications
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

Education and Experience
High School diploma or equivalent.
One-year experience providing customer service and working with animals is desirable.
Licenses/Certificates
Possession of, or ability to obtain an appropriate, valid California driver license.
Possession of a CACDA approved Humane Euthanasia Certificate is highly desirable.

Typical Duties
Investigate complaints of animals creating a nuisance and take appropriate action; investigate reports of animal abuse.
Explain ordinances to the public relating to the care and keeping of animals.
Issue citations for violations of animal control ordinances.
Patrol City streets and roads searching for stray animals.
Assist in the day-to-day operations of the City Animal Shelter.
Clean, monitor, and maintain the conditions of animals held in the shelter and of the facility itself.
Impound, quarantine, perform euthanasia, and dispose of animals as appropriate.
Provide public education regarding animal control and attend meetings and respond to questions and complaints.
Coordinate and participate in the annual rabies clinic.

Compensation and Benefits
Salary: $2,851 – $3,465 per Month.
Benefits covering medical, dental, vision care; and life insurance plan.
Deferred Compensation program (ICMA and STARS).
AFLAC: Various plans available, paid by employee.
The City of Tracy participates in Social Security.
2% at 55 PERS retirement benefit, (2.5% @ 55 scheduled for October 2006).
Employer pays employee's 7% Public Employees' Retirement System (PERS) contribution.
13 paid holidays annually.
96 paid vacation hours annually.
Twelve days paid sick leave annually with no accrual limit.
Alternate schedules including 4-10's and “9/80 Compressed Work Week” schedule for employees with City Hall being closed every other Friday.
City paid Employee Assistance Program.

The Selection Process
A limited number of applicants whose qualifications best meet the needs of the City will be invited to participate in the selection process, which may consist of a training and experience review of application materials, an appraisal interview with a panel and/or other qualifying tests. The City reserves the right to modify the selection process at any time. Successful candidates will have their names placed on an employment list for further consideration in the selection process.

Appointment will be contingent upon the ability to provide proof of eligibility to work in the United States and the results of a pre-employment physical examination which includes drug and alcohol screening. A background investigation and fingerprint check will also be required.
